Commissioners Lori Fieldstad and Deryck Savoy and Manager Diane Hall discussed contract administration fees ($.40 per kilowatt-hour) and noted that Energy New England lacked an in-house grant writer when the Massachusetts Clean Energy Challenge grant became available, requiring the department to engage Municipal Marketplace Entities instead.
